Starting salary: $60,000-65,000, commensurate with experience

Duration: 1-year term, renewable annually thereafter 

Expected start date: July 1, 2024

Location:  Halifax, NS

The Ocean Tracking Network (OTN) is an international marine and freshwater monitoring platform that focuses on tracking the movements of aquatic animals in the context of ocean conditions and climate change. Established in 2008, OTN is one of 19 National Research Facilities supported by the Major Science Initiatives (MSI) funding program of the Canada Foundation for Innovation (CFI).


 This position supports the daily financial administration of the Ocean Tracking Network (OTN) and its affiliated research programs, including procurement, payments, and budget management and reconciliation. Reporting to the OTN Finance Manager, this position supports the sound financial management of technical team and research budgets. This position is responsible for maintaining up to date forecasting and monitoring procurements. This position works closely with the Finance Manager and Senior Operations Manager to establish internal workflows and processes that streamline operations and ensure compliance with Dalhousie’s institutional financial management policies. Some general administrative duties such as payroll, contract support, and coordination of research activities, will be required. At times, this position will be expected to advise on strategic budgeting as it pertains to major funding initiatives.  


  • Support and monitor procurements for OTN technical teams and affiliated research programs, including collecting requirements and vendor details from technical leads, completing purchase requisitions, maintaining Asana procurement space, and following up with vendors. 
  • Work with the OTN Finance Manager, Senior Operations Manager, and technical leads to provide financial oversight on team budgets and action spending plans based on operational needs and organizational priorities.   
  • Work closely with Dalhousie departments (specifically Financial Services and Research Services) to ensure compliance with institutional and funder spending policies and support the sound financial management of OTN and its affiliated research programs.  
  • Track the financial status and performance of technical and affiliated research budgets and prepare monthly financial reports and reconciliations for budget managers.  
  • Together with the Senior Operations Manager and Finance Manager, establish and maintain internal financial policies, procedures, and best practices for the OTN. 
  • Provide general administrative support to research projects, including student payroll, research contract support, coordination of research activities and logistics, and deadline tracking.  
  • Assist with budget preparation for new funding initiatives as required.  


  • Education: Undergraduate degree in accounting, business, economics, finance or related field. 
  • Experience: 2+ years’ experience in financial management, bookkeeping, or related.


  • Experience managing and supervising operational or research-oriented budgets.
  • Strong financial management skills, including developing and monitoring complex, multi-million-dollar budgets and financial reporting.
  • Superior attention to detail.
  • Process oriented. Experience using project management platforms, such as Asana, to implement and follow collaborative workflows is an asset.
  • High degree of proficiency with spreadsheets and budget management platforms.
  • Excellent time-management skills and able to work in a fast-paced environment and manage multiple deadlines.
  • Strong communication skills. Able to translate financial information for a general audience.
  • Able to work independently and as part of a very collaborative team.
  • High degree of discretion with personal and confidential information.
